I would like to review our recycling program over this current season.
Last November we researched the available information required to add plastic containers for cash refunding in addition to our aluminum can program. Unfortunately the recycling depots are much more selective of items than the information supplied.
As a result the #2 plastic containers which are frosted or colored are being dropped from our refund effort for following reasons, they are bulky and uncrushable, thus causing unsightly overflows. Also the cash refund is only .52 cents per LB as compared to the #1 plastics which pay 90 cents per LB and the alum. cans which pay $1.75 per lb. The #2 plastic items should be deposited into the white recycle bins which are removed from the park with no cost to us.
At both clubhouses I hope you have noticed the recent addition and improved esthetics to the new collection containers for alum. cans and #1 plastic drink bottles.

In November of 2005 Valerie Ward the Recycling Coordinator of the Desert was contacted. As we had 22 green trash bins she recommended we replace 11 of our green bins with 11 white recyclable items. This appeared to be a huge change, so on February 1, 2006 on a trial bases we installed 7 white recyclable bins replacing 7 green bins. Waste Management does the removal of the white recyclable bins at no cost to RCB. This is a savings of $12.696.60 annually on costs to remove our trash. The RCB Board of Directors were in favor of the recycle concept and to promote recycling agreed to pay half the cost of the "2 Buck Blue Boxes" for each residents' personal use.  Home owners have received delivered door to door information on this recycle program including a list showing acceptable items for the white bins and unacceptable items that can be put into the green bins. This list is attached by the white bin at each dumpster site. This list is also available at the front desk of the RCB office.

RECYCLING RESTRUCTURING PROPOSAL REVISION
PRESENTED TO RCB BOARD OF DIRECTORS ON MARCH 31, 2006

Further to the restructuring proposal dated Feb. 13, 2006.  Our committee has met and decided the original plan, after the Board members positive input, needed to be expand. We feel the following proposal will provide better balance with less adverse reaction from home owners, while at the same time bring us closer to our goal of 50% refuse and 50% recycled trash. The changes proposed will result in eleven white bins and thirteen green bins. 
1. Add a green bin and white bin adjacent to the maintenance yard. For your information we lost a refuse bin in this area about nine years ago as it was located on private property. This new site should substantially alleviate the overloads at # 15 site. 
2. Add a white bin at site #3. 
3. Add white bins at sites #5 and #7. 
4. Discontinue green bin at site #6. Board up enclosure. 
5. #10 green site to be eliminated as previously planned. 

Paul Sellers is attempting completion of this task by October 1, 2006. The changes proposed will result in a further $3,242.40 annual savings over and above the $12,969.60 on the green bins taken out of service on Feb. 1, 2006.

Refer to the RCB Resort map showing the Dumpster Sites. 
You will notice each dumpster site has a small Green circle for normal trash and/or 
Red circle (for White dumpster) for recycled items to indicate the dumpster available at that site.
The green bins at dumpster sites #12 and #14 are, for the time being, to be the only instances where there will be only green bins without white bins at the same location and 6 and 10 will be eliminated.
